This is the most valuable hotel benefit in Orlando and the most misunderstood. It applies to specific hotels, at specific parks, on terms Universal sets and has changed before.
Universal has long included Universal Express Unlimited for guests of its three original Premier hotels, Loews Portofino Bay Hotel, Hard Rock Hotel and Loews Royal Pacific Resort, at Universal Studios Florida and Islands of Adventure. It has not covered Volcano Bay. How Epic Universe is treated is a separate question to put to Universal directly.
The benefit is per guest in the room, which is what makes it unusual. A couple pays a Premier premium for two Express entitlements. A family of four pays roughly the same premium for four. The larger the party, the better the arithmetic gets.
Which hotels qualify, which parks are covered and whether the benefit applies on arrival and departure days are all set by Universal and have changed in the past. Check the current terms on Universal's official site rather than on a booking page.
The most useful walking path of the three and a large lagoon pool, which makes it the easiest Premier hotel to recommend without knowing the rest of the itinerary.

Watch out: It is the busiest of the three at peak times.

Watch out: Loud by design. Not the choice if you want quiet.

Best for: Adults who will use the water taxi
Watch out: Most guests take the water taxi rather than walking, which adds a wait at peak times.
Express buys time and costs money. The Premier hotels bundle it into a room rate, which makes it look like a hotel decision. It is really a ticket decision that happens to be attached to a bed.

They solve a similar problem in different ways. The relevant difference for a hotel decision is that Universal bundles Express into the room rate at its Premier hotels, so the hotel choice and the queue-skipping choice become one purchase. Disney sells its equivalent separately from the room.
